I am told that refinancing a automobile is like selling it, so I have to pay sale tax and automobile license including smog check again. Is this true?

I just want to refinance with a lower rate for a shorter term. My current term is 72. My rate is already good at 4.9. My credit a year ago when i got it was in the 670-680, now its just over 730. I saw lendingtree but i really dont want a bunch banks getting my info then getting all kinds of mail forever! Im just trying to save some money in the long run by paying more a month with lower interest!

This time last year I got a car, but because I had no credit score the loan was put into my mom’s name. She doesn’t have the ideal credit so we got an APR of around 12% for 7 years. I checked my credit score at one of those free sites a few months ago and it said mine was 709.
Is it possible to refinance the automobile into my name and get a lower APR?

I recently financed a voltswagon jetta 2007 in November 2006 when the dealership was starting to sell the 2007 vehicals, and at that time I was able to make the monthly payments with no problem, but now that my job is slicing back on hours it is becoming a bit difficult to pay the monthly notes, and also I am vaery unhappy about the performance of the car. I was wondering would it be to early on to try to refinance or trade it in for another vehical that would be a little cheaper or would I have to wait a little longer to trade in or refinance?
